The brake pads have rusted to the rotors. Less likely, there is a brake caliper that is stuck due to rust.

simple!!!!!! pull the old one out and install the new one reverse of the disasembly. if that is to hard take it to a mechanic. besides that the water pump is on the opposite side of the timeing belt. the timeing belt doesnt cover any of the bolts for the water pump.

check fusible link #4. it is the pink, 30amp one, at the top left corner of the underhood fuse/relay box.
i doubt its the fusible link, if it was it would cause alot more than your fuel pump to no work.
it is most likely a relay so check the fuel pump relay and the ASD relay.

Hello, I wouldn't up the boost without supporting mods. The stock motor will take 18psi of boost, but you run the chance of over heating your internals, hitting fuel cut, leaning out your fuel mixture to much, and all sorts of other bad news.
