You are trying to fix the symptoms rather than the problem. The problem is the water going into the tank is colder than the air in the bathroom, which cause condinsation on the tank. If you can, take the chill out of the water. By exposing the pipes, which may cause the pipes to sweat. Or cool the room air. Is the bathroom vented so that the warm moist air is carried outside? There are liners that go in the tank that work well. If you use a liner make sure you will still have enough water to flush with, as they will take up some of the water volume.

My dehumitifer freezes up shortly afer being turned on. Why?

This can happen if the Temperature in your room is too low. You can work around it and place a 40 watt bulb near the the inlet of the humidifier to warm up the air a bit. Also if the humidity level in your room is already too low this can cause your dehumidifier to freeze up.

When my dehumidifier runs for a day, there's an ice build up forming on the back. Can this be fixed, or do i have to buy a new one?

is the filter clean?????????? If so it sounds like you have a refrigerant leak and in that case I wouldn't bother fixing it
