Oven wont heat up

If only the oven portion fails to heat up then you have a bad control board. If the entire range does not work then you could have a circuit breaker tripped or bad wiring in you house. If the circuit breaker is not tripped then you will have to pull out the range and measure voltage on the power outlet. If there is voltage there on both legs (120v on two sides) then your problem is the range.

Can you connect the electric side of the cooker to a household plug

You will need to work out the current rating of the electric side of the range. If this is less than the current rating of the household outlet you can. If you set it up this way and it works the only problem that will occur is when you turn one or two other kitchen appliances on. The circuit will probably trip. The circuit for the oven element is normally a dedicated circuit, on it's own.

Electric tripping

There is no way to boost the amount of electricity to your kitchen, short of having an electrician run additional outlets on a new circuit. It sounds like you have too many appliances plugged into one circuit. Most kitchens built since the adoption of building codes have two small appliance circuits, usually on opposite sides of the room. Try moving the electric kettle across the room. If that doesn't work, try unplugging or at least not using the toaster, toaster oven, electric griddle, coffee maker, microwave, or other high demand appliances at the same time.
