Your oven is obviously getting power if the light is on. If your heating elements are not getting hot you may have had a switch go bad, a wire come off it's terminal, or possibly a fuse that blew if your unit has one. There is really no way to know exactly where the problem is without taking the unit apart and visually inspecting it. If all the connections and switches look good, some electrical diagnosing is needed to see where the problem is. If you find any wires or switches that have any melted or burned plastic, you will need to repair the connection or replace the switch. If there is no obvious problem, you should have it looked at by a technician who can properly diagnose the unit.

Look for the thermal cutoff. Either it looks like a resister or it looks like circular thing. Test it for continuity

Top element not heating

I found that the heating element in the top front was burned off at the end. I removed the side cover and the ceramic insulator from the broken end. I then grabbed the broken end of the spring inside the glass tube and stretched it to where I could re-attach it to the connector. It now works after getting it back together.
If you attempt this repair, UNPLUG THE OVEN FIRST!
There is also a security screw at the bottom of the side cover.

The overload switch is located above the theromostat. To check it put a jumper across the switch and plug the unit in. If the switch is bad you will now see the red light on and the oven will work. Take the switch off and gently pry the 4 posts back. Remove the pin, gently put it in a vise and put a drop of solder on top of the metal cap. Put the switch back togther, install it and you should be back in operation.
