The actual problem was Plantronics, I was not turning on pairing mode. I was confused with quick pair which starts not immediately after turning on, but you need to hold the button longer until led will start blinking blue and red.

hold down the button till the light turns solid blue, then let the phone already in bluetooth mode find the jabra, it will ask for a password, enter 0000

Assuming you're talking about the Jabra BT2050 headset press and hold the center (round) button for at least 10 seconds; light will stay solid entering the pairing mode. Follow instructions on your phone.

You have to first put the Headset into discoverable mode. According to the Jabra website, this is done by pressing and holding the end/mute button until the light comes on steady. Follow the procedure for your phone to pair a bluetooth device to it. The PIN code will be 0000.

You've probably set it to locked mode whitout knowing it. Here's what the manual says about that locking mode, and how to get out it: Locking mode To prevent accidental key presses that could turn your speakerphone on e.g. while carrying it in a bag, the speakerphone can be turned into locking mode. Press simultaneously the Answer/End button and FM button for 4 seconds while the speakerphone is turned on. The speakerphone is now turned off and can only be turned on again by pressing Answer/End button and FM button
simultaneously for 2 seconds.
To prevent accidental key presses that could turn your speakerphone
on e.g. while carrying it in a bag, the speakerphone can be
turned into locking mode. Press simultaneously the Answer/End
button and FM button for 4 seconds while the speakerphone is
turned on. The speakerphone is now turned off and can only be
turned on again by pressing Answer/End button and FM button
