SOURCE: Nedd to reset radios back to factory settings.

Hi,I think the problem is with your tone coded squelch (CTCSS). Your radio channel is like a telephone party line. If your CTCSS is not on, everytime you turn your radio on you will hear anyone on that channel that is close enough to hear.
If you are trying to use these radios for serious communications, that will drive you nuts to hear everybody else talking but not about what you need to hear. To try to mitigate this problem, CTCSS was created. There are 38 different codes. If you for example set your unit to operate on code 11 and your other unit is set to operate on code 12, you could not hear each other.
Now let's add a third unit set to not use CTCSS at all. Neither one of you will be able to hear this third unit but he can hear both of you. Now you set the second unit to code 11 like the first unit. Now you will be able to hear each other. The third unit will still be able to hear both of you but since he is not transmitting code 11, you still can't hear him.
If you are hearing some traffic, it is because they have their CTCSS set to the same code that you are set to. Look in you operators manual for CTCSS Privacy Codes. Set your radios accordingly and your problem is solved.

if you still insist on resetting your device,you can get e full description on how to do this in your users manual,if you don't have one you can get it for free at;

SOURCE: need a manual for radio shack 21-1936 walkie

The 21-1936 was made for Radio Shack by Uniden and is identical to the Uniden GMR-1038-2
The Uniden version of the manual is available HERE

SOURCE: Radio Shack Catalog # 21-1926

In short channels 1-7 and channels 15-22 are GMRS channels are not supposed to be operated by anyone that does not have a GMRS (General Mobile Radio Service) license issued by the FCC. They automatically run on high power. Channels 8-14 are FRS (Family radio Service) and can be used by anyone and are set to run on Low Power. The power is not adjustable with this radio. So now for the manual. Uniden made this radio for Radio Shack. So this manual is for the same radio only with the actual Uniden name. Same exact physical radio same exact manual.

I don't know how to program the FRX3 so that it will sit silently until an emergency message triggers it with a tone signal or what ever they use.

Your best bet would be to obtain directions for setting up the radio. I have a Radio Shack one and it has operated very reliably although it can be unnerving to get a NOAA weather alert in the middle of the night

Can not recieve antthing though cb channels but i can talk to other. noaa radio will comes in fine . so why i cann't i recieive any signals from other cbs?

Storage can be murder for the electrolic capacitors which resemble cans of many different sizes and values in these radios. If you find any with round bulging tops or apparent leaks replace them.
The antenna system should be inspected first for direct shorts the noaa weather radio does not require an antenna connection.
We know the speaker is good because of noaa weather.
If you have been near a high power radio it could have damaged receive diodes aka fronted.
After checking that the squelch is full counter clockwise and rf gain is full clockwise there should be air or static noise. get you multi-meter out an go to the RX SECTION CHECK of this service manual. Hope this was of help

I need to program a weather scanner for a pro 2018 weather scanner from rdio shack

Weather frequencies are factory programmed into the PRO-2018. Just press the weather button to start scanning them. You can also program one or more manually if you wish. For a list of NOAA weather broadcast frequencies, follow this link:

The weather/alert light stays on when cb is turned on, is it supose to be on when not listening to weather and is this radio supose to sound an alarm when put out a weather alert? the light blinks is it....

Hi Bill
We have the same radio. The weather light is suppose to stay on as long as it has a stable wx signal and it does beep and blink when it gets a warning from noaa. This unit is working just as it was designed to and mine is a great radio.

The NOAA weather frequencies have constant broadcasts, so your scanner "locks" onto them. The only ways to prevent this are to either delete the weather frequency or lock it out. To delete, just program the frequency "0.0" (zero point zero) into the channel. To lock it out, press the L/O key while on the weather freq.

162.550 NOAA weather frequency

Hi and welcome to FixYa,

I am not aware of any computer receiver ported for USB connection capable of 162.550 MHz; almost all are regular FM band. There are however amateur/ham radio equipment that could be interfaced with the PC that covers 136 to 174 Mhz.

If your requirement is to be able to monitor NOAA weather broadcasts, it might be simpler to use Internet Radio/audio streaming. NOAA addresses this particular issue here and here among others.

Good luck and thank you for using FixYa.
