My boy has an esp ltd ax 150 bass which has broken E strings at the bridge since new almost 1 a week the bridge was modified by a Luthier which worked for a small amount of time then the problem came

You friends bass has a burr on the saddle. take a small fine file and go along the pacth of the string...Go over the saddle and slowly file lightly..This should get rid of your problem...take it to a service center if you arent comfortable doing this

How do I slip a shiv between neck and body to raise action

Might want to rethink that....to raise the action is to have the strings higher off the fretboard....if you shim the neck in relation to the body, you'll actually lower the action. To raise the action you need to raise the height of your bridge/saddles. If you want to lower the action and the bridge/saddles are as low as they can go you could remove the neck and insert some card - might have to do some trial and error but to my mind...to shim enough to significantly lower the action, would take a thick shim and you might not get a good tight fit between neck and body. You might actually need a truss rod adjustment - not an amateur adjustment.

Belly and the bridge wont stay glued

Probably using wrong glue. For instance, using super glue is ridiculous as it is brittle and will break instantly. You should probably take this to a Luthier to have it setup. It should not cost that much for the repair and properly setup.

High action even though neck is straight. I have also messed with the bridge saddles and not much has changed except it gives fret buzz when i lower the saddles just a little bit. Is high action a common...

Sounds like you need to get it intonated. Take it to your local guitar shop tell them your problem and where you'd like your strings to sit or that straight neck of yours won't be like that for long.

New flying v, 3 strings make rattly sound near end

Are the strings hitting the frets and making a buzzing sound or is it actually coming from the bridge? Make sure the saddles on the bridge are secure. If the buzzing is caused by the fret then adjust the bridge height and/or truss rod. If the buzzing is coming from the bridge and cannot be cured it may be worth investing in an aftermarket bridge.

Own Peavey Cirrus 5 BXP , Strings are to close to the frets.

If the problem you are having is buzzzing, yes. This height is called the "action" of the bass. You can change either or both the saddle and bridge. I would recommend that you have this examined at a music store to verify that the neck is straight and does not need adjustment too. This is part of normal upkeep for these. Expect an overhaul cost of about $50 if you have it adjusted.
