Compressor does not pump air

no info generic answer was it bleed of air --correctly installed --fluid replaced correct level---possible rack or gear box failing

Ok 1 did you buy a brand new pump. 2 did it come with a replacement wiring harness. 3 if either 1 of those answers are no go buy a brand new pump with harness. If yes to both you got a bad pump.

I believe the Dodge Stratus has a timing belt operated water pump so this is what you can do. Disconnect the main drive belt for the a/c compressor and the alternator and start the vehicle and if it still makes the whinning noise than it is most likely going to be the water pump, if it does no longer make that noise check the pulley's on the a/c compressor and the alternator to make sure that the bearings are okay.... mkkkayyy hope that helps, good day

Does the noise change or go away if you turn defrost on-which will engage the compressor-if so may be the clutch dragging.

are you sure the noise is comming from pump and not the belt tension pulley right next to it ?

I use a wiffle ball bat with both end caps cut off (hollow tube) held to my ear to help localize noises on running engines I have even found tricky intake vac leaks with that trick

most likely it the the cap that is bad. Is this in heating or cooling mode?

the fluid could be burnt and the filter may need to change. You would aslo need to check the air in your tires to see if one of the front tires is low on air, then the next thing would be to check to see if a brake caliper is sticking.

this type of noise is usually caused by a defective power steering pump.

It is probably air in the system, jack up the front end of the car and turn the wheels many times left to right all the way then right to left vice versa. This will bleed the system.
