The light flashes and it beeps and the fan sound as if its going to start but just stops again

The bios keeps track of all mechanical s pre-boot and post-boot. Beeps most generally mean a bad stick of ram or the ram is not seated firmly in the slot. The other issues are bad CPU or the CPU fan has stopped and the bios shuts the pc down in either case.

I would shed the loads and measure the power supply (pinouts available everywhere on net) what that means is disconnect the drives and I/O cables to them (at the MOBO). Remove any recently added cards or ram . You should be able to see video and/or beeps if voltages are reasonable . A spare power supply would be handy .
Slowly add things until failure shows or if MOBO seems at fault ,try your stuff in another PC . There has been rash of swollen/leaking caps 'round these parts due to bad power supplies or bad caps . Bad power supplies can destroy the MOBO . Changing these caps will often resurect a MOBO
but this is not for the inexperienced desolderer as these
boards are multilayer .

Fan spinning hard is usually a CPU issue.
If you've made any hardware changes to your computer, undo them. This happened to me when I was trying to upgrade my Processor (CPU) and I had the wrong kind.

The HDD could be faulty, The power supply could be bad, the mobo could be going to be bad. Mostly probably could be that the hard drive thinks there is a device change.

This issue might happen due to RAM.
To resolve this issue:
Turn of the power supply for your desktop.
Please remove the side case on your tower(CPU).
find the RAM slot and remove the RAM from the Slot.
Clean the RAM terminals with the help of cloth or Eraser.
After cleaning place the RAM on RAM slot.
Now try to turn ON the PC desktop. If it is working thats fine or else you need to replace another RAM to check.
Please refer the below figure to find the RAM Slot and the lock to remove the RAM.

If your fan is trying to start up but won't, your system is going to give you a warning and most likely shut down. Make sure you have good connection for fan power and that it is clean and can turn freely. You may want to cosider replacing the fan.
