In California the new blowers have sealed mixture adjustments and you need the have your carb. mixture adjusted be a qualified shop. If your carb. HAS mixture adj., turn the high speed mixture so it runs best at high speed, then turn another 1/8 turn counter clockwise to be a little rich. Then at idle adj. the other screw till it idles best.

Troy-Bilt w/Tecumseh HMSK 80-110 engine. Where can I get a repair manual covering the carburetor OR a picture showing carb linkages?

There are a couple of reasons this could be happening.
1- The throttle shaft could be frozen or gummed up where the throttle shaft sits in the carburetor body.
2 - Check the top of the throttle shaft where the shaft meets the plate, if it is loose or separated it will not allow the throttle plate to move.
3 - The governor spool may be damaged internally in the engine.
Added a couple of Tecumseh manuals below.

Motor runs slow

I'm sure your talking about a NiCad battery. It will show full but once it has a little age it won't hold and deliver a full charge. Recycle the battery and buy a new one.

My ground force razor drifter drive slow with a full charge it won't go fast

Well most likely, your batteries are weak. When the charger shuts off, the batteries have stopped taking charge, but they're not necessarily at full strength, especially if they've been sitting for a while without being charged. Connect the wires from the power switch together and try again. If it works replace the switch. If not, turn the motor shaft both ways. If it makes clunking noises, it's cooked. Otherwise you probably need batteries. Ive never seen a throttle or controller cause slow operation. And also always keep your tires pumped up.

Engine runs full throttle and won't throttle down

Try grabbing the governor arm coming out of the side of the engine where the throttle linkage comes from, can you manually slow the engine down with that? Is it stuck?

Engine runs on idle and full choke, but does not run at mid throttle settings

Does it use gravity or a pump? If gravity, check the fuel line for internal disintegration. Air filter is clean, right? If your float does not move freely, it can restrict fuel flow also. Need for choke indicates that fuel is not being supplied, so check that it can flow by loosening the float bowl and catching the fuel. If slow, remove the bowl, and check the unrestricted flow.

2006 yamaha rhino 450 cuts out at high speed 30mph used to get almost 40. Has after market cdi kn air filter rejetted 2 richer. runs great slow to mid range even full throttle in sand is good...just high...

I would double check compatibility and wiring hook-up of the A/M CDI. See if the previous jets (if undamaged) improve top end. The leaner, the meaner!
