Can you turn off a 120V water heater by unplugging it (or installing a switch in the cord)? Will it turn back on when plugged in again? It will be outside and I want to control costs without going...

Yes the water heater will operate normally when power resumes.
Yes you can unplug 120volt water heater... and it's similar to a toaster oven or space heater, about 1000 to 1500 watts.
Or install a wall-type switch to turn it on-off, or install a FM1 timer module.

Cant light pilot light

The problem can include bad thermocouple, combustion parts need cleaning, low gas pressure, air in gas line, bad gas control valve thermostat, lock-out from FV sensor flammable vapor event, ECO tripped from high heat event, hot attic air reducing available oxygen.

Before calling service technician, open following links for resources, illustrations and Reliance troubleshoot and service manual that might apply to your water heater:

I can not light the pilot on my reliance sta-kleen 502 (30 gallon) waterheater. please help

Reliance is Rheem
Replace thermocouple is best start point.
Example Whirlpool manual shows general replacement steps on page 22:
Buy thermocouple at hardware or home center. measure length before going to store.
http://waterheatertimer.org/pdf/Whirlpool-6510397.pdf

Utube videos show how to replace thermocouple

Many things can affect pilot:
Low gas pressure, Water or air or debris in the gas control valve, High-heat event causing ECO to trip requiring new gas control valve, burner and tubes needing clean-out, FV sensor tripped, loose or bad thermocouple.
Manual above shows general steps for doing some of these things, but service technician is probably best choice if thermocouple does not fix problem.

Gas water heaters require periodic maintenance.
If repairs cost more than $330, then buy new gas water heater and install yourself.
Use the old one for a solar collector.

Upvote the help.
And take advantage of fixya expert assistance live.
For a price, expert works with you while you work on water heater or any do-it-yourself project.
Fixya is always less expensive than a service call.

We just installed a brand new Reliance electric water heater and there is no hot water or power.....tried the breaker.....help! Please!

what knowledge of electricity do you have? a hot water heater requires a 2 pole feed meaning you need a 3 wire 30 amp rated wire and it has to be on a 2 pole 30 amp breaker. first off do you have that currently installed?

My temperture and pressure controlon side of water heater keeps letting off water even after being replaced.

i believe you may need an expansion tank. this would be installed anywhere on the cold water line between the water meter and the hot water tank. the tank would take up the excess pressure in the system
