Depending on your browser, go to your Menu>View>Toolbars and check the toolbar you need. If by 'toolbar' you mean the 'Tab bar', then check that one. Unfortunately, due to the lack of details regarding your browser type and where exactly Pogo and other items were, I cannot narrow the answer down.

Try flushing your Java cache.
Start > Control Panel > Java > Temporary Internet Files (Settings) > Delete Files.
You might even try UNchecking "Keep Temporary Files on My Computer".

Might be it needed some Active X controls to download and install on your browser and your security settings are HIGH.
however, if you are using IE to open, try again with Mozilla firefox.
Please make sure that you have latest Flash player installed for browsers.

Windows 98!! Yikes, thats old. and must take you ages to load,however try manually installing the Java applet from java.com and see if that works for you.
Go to java.com and download using the yellow pdate java btton on the main page.
