Sounds like there's too much noise in the signal. This is almost always caused by either too far a distance between the router and the tablet, or the type of construction the signal has to pass through.
As the signal weakens, it introduces drop-outs of signal, (called noise) and forces the table and router to restart the connection procedure all over again. Do this enough and you begin to notice the delay in making a connection.
Simplest way to isolate this, is to try to make a connection with the tablet while you are in the same room with the router. If it connects immediately, its the deteriorating signal quality that's causing the delay.
Couple of fixes, one is to relocate the router to a higher position so it had less metal surrounding or other disruptive factors, or into a different, closer location where the table is being used).
Another possibility in large homes is to add a wireless relay into the system. This receives the signal and rebroadcasts it. (It extends the coverage of the original signal). This can be mounter anywhere where it can receive a good signal from the router and still cut the distance to the tablet in half.
One other option is to buy a new router that has a better signal or operates in a new, higher band and allows faster communications. But construction, the amount of stuff between you and the router will still degrade the signal.
I would try relocating the router to a different position, perhaps higher in the room it's currently in, first.

Not many apps support video out on any tablets or mobile devices. Make sure the app you are trying supports the feature.
On many devices you can test the cable itself by trying apps known to work with video output, such as Netflix, Youtube or to watch any downloaded videos you may have.

Ensure that the connection is a direct cable connection from the PC to the TV, no converters or cable adapters as these are generally not Bi-directional which is required for a PC to see a TV.
Try turning on the TV, then booting the computer. Some devices require the initialization signal from the computer to activate the port on the TV.
See if the TV input select has an option to search for active signals.
IF none of that helps, post the exact model of TV and computer as well as the type of cable connection you are using.
The biggest stopper most of the time is a cable converter.
Most common problem is the VGA cable. Make sure you have the 15 pin VGA Monitor cable.
1. Switch off the TV & Notebook
2. Connect the VGA cable to the TV and Notebook.
3. Switch on the Notebook. Set the resolution to 800 x 600 Pixels (Go to Control Panel - Adjust Screen Resolution). Then go to Advanced settings and set 'Screen Refresh rate' as 60 hz in the Monitor tab,
4. Switch on the TV. Go to Source button from the TV remote and select PC as input source. Alternatively, you can go to 'Menu' and select 'PC' as input source. If the connection is made properly, PC option will NOT be GREY anymore.
5. Press Fn + F5, F6, F7 (depending on which Notebook brand you have)
