First, and usually the most popular thing is the electronics.
Other usual things to look at:
-the emergency stop can be malfunctioning. Does it move or is it fixed still? That's something I just had to repair on a treadmill recently.
-A cable could be loose. Try taking a Cat 5 cable from the lower kit directly up to the display and see if that does anything. This isn't a common issue, but worth a shot.
Equipment is blocked is unfortunately a common 'error' that shows up with Technogym, but it refers to a number of errors.
-Does your emergency stop swivel a lot, or is it fixed? If a cable has come off inside, that can be the cause.
-A loose cable running up the arm of the frame is the next thing to look at.
-Lastly, and most common is the motor controller has fried. It's a common thing with Technogym, and is an expensive repair. Technogym will tell you that you have to replace it, but since it's electronics it can be repaired, as long as someone knows what they are doing.
