More often than not when any dishwasher motor will not turn, it is the motor start capacitor at fault. It is quite rare for the main wash pump to seize. The start cap is a cylinder about the size of a D size battery and would have 2 to 4 wires going to it. It may look like it is melted, or maybe not. But usually will only cost you a few dollars from an appliance part store or ebay. just make sure you get the correct mF rating.
Basically, the wash motor is jambed. Gain access to it and turn the pump shaft. If jambed, it will then loosen up and function again. If it is free to turn, the capacitor has then short circuited.(replace the cap).
The loud humming noise can be due to the pump sticking if a piece of debris gets trapped in it or an intermittent fault on the pump capacitor or starter relay.
sounds like a drain pump ... you may have a damaged drain pump or something stuck in it..
