Search Briggs on the Web, You can order Manuals there. The torque is in in. pounds. Need more info ! A just get them tight and all about the same will work, stagger the bolts in the Head when tightening ( one bolt, one side then the other until done.) Then check them all.

Sounds like you have some sort of seize up problem in your deck assembly. Have someone help you with this check, start your engine, engage the blade or blades, and have someone watch the shoot from a distance to see if blade or blades turn. if not then your problem is in the area of top pulley and blade or blades. You may need to replace or loosen the pulley to blade shaft. Sometimes this part is repairable where you can replace bearings or bushings and sometimes the whole unit needs to be replaced. Look to see if there are grease fittings on this unit. Try oil anywhere it will flow down in between areas that may be seized and work on loosening up the pulley blade assembly.
If this doesn't help, go to some of your local mower repair shops, they may be able to sell you a used part. Remember to bring mower information with you so they can help you with the correct part.
I hope this has been helpful to you. GOOD LUCK.
