The term "Jump Starter" generally refers to an external wet cell battery in a container with a + and - lead which is connected to your car battery to boost it enough to enable you to start the vehicle.
It should periodically be charged. A cheap "Trickle Charger" can do the job. Remember, like any vehicle battery, it has a finite life, This will vary, but if it's been charged regularly (not left in a cupboard for months at a time) , you should expect it to last at least 3 years.
Your question is "How do you Know if it's charged".
Well, the best way is to use a "Load Tester", but, as you're not likely to have one of those, about all you can do it try it.

What does the flashing FL mean?

When the Jump-Starter is fully charged, the display will read FL. Disconnect the AC extension cord from the 110/120-volt AC outlet, and then disconnect it from the Jump-Starter AC charging plug.

Why won't our 1999 chevy suburban start?

If the clicking came from under the hood it might be a bad starter but if the clicking came from under the dash might be a relay. I have heard that a jump start can cause a bad starter to turn over. The next time it this happens find the starter and hit it with a hammer (strike the solenoid it's the soda can looking cylinder bolted to the starter, don't hit the bolts holding down the wires this will cause a major spark.) and if it starts it's definitely a bad starter. Tried to jump start my flhx & didn't start so i charged battery & now starter won't engage at all

It sounds like you blew a fuse, if there is no power at all the main fuse, not likely that you would have fried the starter realy so check your fuses.

Engine won't start turn

no crank
1: battery dead, not charged. does it jump crank?
2: bad battery (corroded clean em) cables lugs. (4 ends)
3: bad starter /solenoid, assembly
4: engine seized, (turn it by hand you cant?)
5: bad key line, (from key switch to PRNDL to stater , no connections)

jump start it, if passed test, battery bad/discharged , and if fail?
you then (battery is good)
hot wire the starter solenoid, keys in pockets
fail? yes, bad starter, seized engine. turn by hand , now you know.
if passes hot wire test, bad key line. (tiny wire)

easy huh?

You already have a bigger problem. The internal battery won't hold a charge. Time to replace it.

Tried to start, it goes click one time.

It sounds like a faulty alternator, the alternator uses the momentum of the running motor to charge your battery. if this is faulty than the battery will not get charged while running and go flat. use a multimeter to test the battery. or try to jump start the car, if it starts when jump started than you know its an alternator.

Car starts when it's jump but won't start again could it be the starter

the battery in your in car is maybe drained or damaged or the alternator which suppose to charge your battery is not working so the battery remains uncharged. One way to know if battery is not being charged, jump your car and disconnect from jump leads and take out any one of battery terminals. If engine stops, then your alternator is not working and if it remains idling, then your battery is faulty. Replace battery and see if it works.

I bought A Stanley 450 jump start & I'm to charge it for 24hr. The 2 red lights are on but the green light is still blinking after 14hr. What does the blinking light mean?

not sure if you found this yet but it is actual made by Baccus Global under the stanley name.

1998 BMW 528i won't start. not even clicking from the starter!

Worse case senario.The computer has been blowen from the jump starting.It is common if the jump starting proceedure is not followed.
