The term "Jump Starter" generally refers to an external wet cell battery in a container with a + and - lead which is connected to your car battery to boost it enough to enable you to start the vehicle.
It should periodically be charged. A cheap "Trickle Charger" can do the job. Remember, like any vehicle battery, it has a finite life, This will vary, but if it's been charged regularly (not left in a cupboard for months at a time) , you should expect it to last at least 3 years.
Your question is "How do you Know if it's charged".
Well, the best way is to use a "Load Tester", but, as you're not likely to have one of those, about all you can do it try it.
