It sounds like its the flame sensor which would send it to lock out . unplugging it only resets it . They do not work like the plumber said .

SOURCE: Rheem 50 gallon gas water heater less than one

it could also be the dip tube. this is a tube that is installed at the time the unit is made.it is a plastic tube that is on the cold intake side of the hot water heater.it may have fallen inside the unit or may not be in the unit at all check to see if there is a plastic tube this will help the heater stay hotter for a longer period of time. good luck with your project.

SOURCE: Leak from hose that connects the dispenser to the tank

Lowering the temp makes no sense since the enitire purpose of the unit is to provide very hot water. The manufacturer has a "permanent" repair kit (using a different hose) for about $25. You can reach them at 1.888.222.9140

SOURCE: Error code 13 (air flow) tankless H20 Rheem

Have 2 of these Rheem units in my house. Both had this same error code within 30 days of each other. And my neighbor has 2 units as well - and guess what - 2 months after mine stopped working because of the code - so did theirs. It is not something that can be fixed. It is a manufacturer's defect - and it looks like Rheem has yet another class action on their hands (like the one for the RTG - 74 PVN). They need to do a recall to repace these units.

You did smart thing turning off water and gas.
Play it safe.

Your water heater will NOT explode.
Conduct routine maintenance so water heater lasts longer. If plumber says you need new heater, then post question on fixya and include information showing on tank label on side of tank.
Also include why plumber says to replace.

Hot water heater pilot is off. It's not gas,

You have tank-type gas water heater:
Open following link to watch thermocouple replacement.
Make sure new thermocouple sits into pilot flame. Instructions for relighting water heater are usually printed on side of tank.
http://www.youtube.com/watch?v=v0aBPsNg6vo

Gas water heaters need working thermocouple, adequate incoming fresh combustion air with no trace amounts of chemical, open vent to outside that drafts poison combustion product upward, clean burner tubes and combustion parts, correct gas pressure with no air in line, working gas control valve thermostat, no lockout condition such as tripped ECO caused by runaway heating and dirty combustion parts, and no lockout condition such as exposure to flammable vapors.

Had three 50-gal American Standard water heaters installed Dec. 2009 Two upstairs in attic, one downstairs at ground level. Attic location used because heaters being replaced were up there. Upstairs...

Plumber is right.
Problem is not amount of air in attic. Problem is how hot the air is.
Oxygen molecules separate apart in very hot air and pilot light goes out since there is not enough oxygen density to support combustion.
http://waterheatertimer.org/images/Water-heater-in-attic-800.jpg
http://waterheatertimer.org/pdf/Attic-Ventilation-and-Pilot-Outage-in-Gas%20Water-Heaters.pdf

More ventilation is needed.
Plumber is not ventilating expert, and not responsible for attic ventilation that builder failed to install. Plumber should do a survey of location before installation to make sure gasoline vapors are not stored nearby, but summer attic ventilation is gray area until more general-public folks become aware of problem. Hotter summers temperatures will spread that information.

Hire local home center to install roof vents AND soffit vents.
Note: You also need soffit vents.
Remember a vent on the roof is like sucking air out of a coke bottle. The roof vent is no good unless air can also enter the attic from another vent located in the soffit.

Another solution is electric water heater for very hot locations.
Or install solar-assisted water heater.

The gas pressure must be increased at the regulator from 9 inches of water column to about 12.5-13 inches of water column. The CO2 levels need to be adjusted for each installation. The air intake MUST come from outside the same wall as the exhaust. I have never seen any manufactures tankless unit installed properly. Plumbers do not read the manual.

Ihave a new water heater.Worked for 3 days. Now back to Ice baths

All new tank-type gas water heaters for the home are designed with Flammable Vapor Ignition Resistant systems. It sounds like the unit has shut down because of a venting problem. If it is a Rheem or Ruud (General Electric for Home Depot) you have to reploace the heater. Other brands alow for resetting this safety device. Don't take chances with gas if you are not absolutely sure of what you are doing - have a professional licensed plumber check out the problem.
