ERROR 678 is usually a physical connection problem, either between that computer and the modem, or on the provider of the telephone lines side. There can also be a software network addressing problem for the Local Area Connection inside Network Connections inside the control panel, which can cause a physical connection problem in a way, so to speak. Try to ping the router and log in to router interface via internet explorer. If cannot login check the ethernet 1 or 2 or 3 or 4 lights on switch and modem/router, which need to be stable green. Try bypassing the hub/switch and connect the pc directly to the router. Restart everything including pc. Reset router. Try assign the LAN ip addresses and DNS addresses manually instead of automatic - if there's still no LAN connection. Investigate disabling anti-virus or uninstalling it completely, then its probably a port problem at the exchange of the telephone company and a fault needs to be logged with them.

Since internet is working in one of the computer then it seems that the other modem is not working correctly so you must reset your modem.
