HI, this is a major hard disk error. possible corruption in the core sectors. you will need to contact Sony for this repair.
This could either be the hard disk itself or, it may be the internal connections that link the hard disk to the main board.

So, when you power on the unit, you get the wavy screen and then nothing more? Perhaps no 'wavy screen'? If so:
Your HARD DRIVE (aka: Hard Disk), located on the left side of the unit, has crashed. You will need to replace the HD.
When you replace your hard drive, you
will need to have the latest firmware on a
usb stick. Download the firmware from
the playstation official website onto a usb
stick. Once prompted by your system you
will need to insert the usb stick into the
PS3. Good luck..
You will need 2.5" Sata Hard Drive.
