Question about Toshiba Computers & Internet
KEYBOARD WON'T TYPE- ARROW KEYS AND RETURN BUT NO LETTERS OR NUMBERS CAN BE ENTERED
Find a video on how to unscrew things, there is a place where the keyboard plugs in. Check (carefully, following instructions) that it is plugged in correctly, e.g. unplug and replug the ribbon cable. If that doesn't work, it is possible to buy a replacement keyboard on ebay.

Solution #1, Go to RUN type in 'msconfig'.
In startup uncheck MotiveSB.
Try to reinstall the keyboard driver. Solution #2
Sounds like it may also be dirt or some spilled soda.

If you feel comfortable about removing the keyboard, disconnect all the wires and cables, then give the keyboard a thorough washing. Then let it dry overnight.
If that doesn't sound like something you want to attempt, then you will have to take it in to a computer shop.

This happens when the nubmers which are on the alphabet keys are enabled. You can stop this by holding Fn key on the notebook then press Scroll lock once. This will disable these number.

It sounds like your keyboard is starting to go. Try plugging a usb keyboard and using that. If your keyboard needs replacing, it may be around $50, but that will depend.
