I had similar problem with a Dell Optiplex 760 desktop . I went to BIOS disable external SATA and all additional ports which is not used like parallel and serial ports and it worked. I think its with SATA settings only .

Try pressing F-8 and look for last known good working configuration.
If you are trying to reload from CD/DVD drive and it continues to boot into your old windows configuration, Enter your BIOS settings, and change the boot order to CD/DVD and then Hard drive

I can only assume that you have added some new hardware to your system recently. BSOD is usually an indication of a hardware conflict, caused by new hardware, Remove any new hardware and try again, BSOD can have other causes although hardware is the most common. Hope this helps.

I am trying to reboot but i need the dvd-rw driver says it ist found

where does it say this at? you simply turn your machine off and back on and when it gets to windows it says it isnt found?
well if you are able to boot into windows here is what I usually do to exactly identify hardware inside your machine
Right click My Computer > Manage this will bring up the Computer Management Utility, so from there on the left side menu you should see Device Manager, Click on device manager, and on the right screen it will list your hardware by device type, go into your dvd/cdrom device expand the + arrow, and it should list your device.
If there is an exclamation point yellow next to it means its not properly installed, if red x that means failing, so to properly identify that piece of hardware you click the dvd/cdrw entry of your drive and go to properties
from there you click the details tab on the furthest right side > from there you want to go to this in the drop down menu list : there are two you should check out the device instance id and hardware ids. for a cd rom it will list the hex value at the end of the string you are interested in ( hexadecimal example :ABCD:EFFF) or 1234:4321 thats how the hardware will be identified.... there maybe an ampersand & subsys its depending on your hardware, but check the device manager, if your hardware is failing, check those ID's and write those numbers down, and you can google vendor ID (first four hex) and Device ID (last 4 hex) and find your EXACT HARDWARE to a T, make sure if theres a subsystem to include that because that usually is motherboard specific.

Unable to enable dvd writer

go into System Maintenance add/remove hardware and delete DVD , then reset to enable search for new hardware. should resolve.

Dimension 4600 cd/dvd drives not responding

Try uninstalling them in devive manager then rebooting and see 
if they are reinstalled automaticaly as drivers should be in xp already.

Just right click on them and select uninstall.

If that doesnt work then try update drivers and let xp search online for them.

Failing that then try changing the cable thats attatched to the motherboard.
