Is it spraying and sucking up ok? Check the filter inside the dirty water tank, it needs a 1/4 in. gap from the top to the top of the filter. If it isn't spraying out a good stream along the bottom, maybe running a mix of vinegar and water may clean out the lines to help it spray better.

You will need a resevoir. This is the valve that the solution tank sits on when put on the machine. If your exact part number is not available ask to look at another model series, you may get a different colo but you will have a working steam cleaner.

http://geeksquad.fixya.com/ThreadView.aspx?prdid=0&thid=761645 Generic problem for all Vacuums We purchased a Hoover Steam/Vac Posted by hjopmi on Jul 09, 2008 We purchased a Hoover Steam/Vac (F5915-900) cleaner. We assumed it be a combination STEAM and Vacuum machine. Where is the Steam? I will await your reply. Thank You. Hello, I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. I have a similar Hoover “SteamVac” and the vacuum does not create steam as you stated, but you do have to use the hottest water with cleaning solution and the Hoover will clean your carpet by spraying down the solution, the scrubbing brushes will loosen the dirt and the vacuum will pickup the excess water until the holding tank is full and then you have to empty it, and then start again. The word “Steam Vac” is something that the Hoover factory labeled but so far I have not seen anything that actual produces “Steam” while cleaning. Feel free to contact the Hoover factory with your complaint @ the information listed below. So if you need further assistance, please feel free to contact your local vacuum cleaner dealer in your area or in the yellow pages, or contact the factory phone number or website to further assist you with your questions. http://www.hoover.com Telephone Contact our Customer Service Department at 1.330.499.9499 Monday through Friday 8 a.m. - 7 p.m. EST Thanks, Don the Vac Man Go Ahead. I recommend to use the same detergent that came with the machine. Some detergents can cause problems such as damaging seals and causing build up. Hope this helps, post back.
