A-17-209 is a cutter error meaning the cutter is not at home position when master material is in place. The cutter can be manually slide towards front of machine or another way is to rerolled master paper back on to its roll and close the clamp. This will cause the cutter, if operational, to re-home itself correctly. There are test codes to operate cutter to check it (480).
If you get this error check for paper jam and see if the paper cutter is seated right and is not defective. You can try cleaning the cutter and lubricating it, even then issue not resolved replace the gear train.
Malfunction in cutter section: The cutter motor
does not reach both right and left cutter position detecting switches
within 2 seconds
1) Drive wire cut 2) Drive section malfunction 3) No power supply
Malfunction in the paper table drive section: The
lower limit sensor or the paper table height sensor is not turned off
even though the paper table UP or Down signal is applied

The following is from the Epson Users Manual: Troubleshooting No lights on the control panel Check the power supply cable connections and the power outlet. ERROR LED on (not flashing) with no printing If PAPER OUT is on, the roll paper is not installed or is near the end. If PAPER OUT is off, the printer cover is not closed properly. ERROR LED flashing with no printing (and no paper jam) Printing stops if the head overheats and resumes automatically when it cools. If overheating is not the cause, turn the printer off, and after 10 seconds, back on. Removing Jammed Paper CAUTION: Do not touch the thermal head because it can be very hot after printing. 1. Turn the printer off and press the cover open button. 2. Remove jammed paper, reinstall the roll, and close the cover. 3. If paper is caught in the cutter and you cannot open the printer cover, open the cutter cover as shown in illustration J. 4. Turn the knob until you see a triangle in the opening. This returns the cutter blade to the normal position. There is a label near the cutter to assist you. See illustration K. 5. Close the cutter cover. 6. Open the printer cover and remove the jammed paper. Cleaning the Thermal Head CAUTION: After printing, the thermal head can be very hot. Be careful not to touch it and to let it cool before you clean it. Do not damage the thermal head by touching it with your fingers or any hard object. Turn off the printer, open the printer cover, and clean the thermal elements of the thermal head with a cotton swab moistened with an alcohol solvent (ethanol, or IPA). Epson recommends cleaning the thermal head periodically (generally every 3 months) to maintain receipt print quality.
It sounds like your print head is overheating. Clean as instructed above.
The cutter assy has a disk with hole in it to tell the circuit board how fast it is turning and where it is in respect to the home position. It may be that this disk or the sensor that looks through it has a lot of paper dust on it and not able to read correctly. It may me the the cutter itself is sticking and needs a little cleaning and oiling.
Problem: The Printer does not detect the home position of the cutter during initialization.
Either there is a scrap piece of paper obstructing the path of the
carriage that houses the cutter blade or there has been an impact on
the lower side of the printer causing a bend in the metal that holds the
home switch. This switch will trigger a sensor telling the printer that the cutter has reached the home position(right side)
Solution:Remove the paper scrap or Remove the door panel and check
for damage on the right side of the cutter blade path and bend the
metal piece to realign the switch so that the plastic carriage makes
contact when reaching the right side.
