You may want to check the gas cap to see if it clogged with dirt. If the gas cap is clear, you more than likely have a carburetor problem. If you need tips on carb. cleaning, feel free to ask.

SOURCE: Can't find the oil drain plug on Troy Bilt with 5.5 Honda engine
You may want to look under the deck. They sometimes put them there. And if it is a self propelled, you will probably need to remove or loosen the plastic cover that protects the self propelled belt.
You are looking for a nickel sized plug that has a square peg. Use an extension piece for a socket set if you don't have the proper plug removal tool.

There should be a drain plug on the underside of the mower deck. Raise that side of deck, remove the plug and drain the oil. Replace the plug and add new oil. Hope this helped.
SOURCE: how do you tighten the control cable on a Troy Bilt mower?
Usually near the end of the cable there is a squeeze clamp on the side of the cable. Losen the mounting screw (DO NOT remove it) and slide the cable in the direction that will expose more cable. Tighten the mounting screw and test the control. It is really pretty simple.
Thanks for using FixYa.
