Question about Motorola Talkabout T6400 (22 Channels) 2-Way Radio
How do I change the channels. I can get change channel in the window but the plus and minus buttons don't change the channels
It is possible you have the Lock+ feature turned on. Or you have some problem with the way the radio has been programmed. Here is a link to the owners manual where you will find the instructions on programming and also the lock/lock+ features. http://www.giantintl.com/RadioPDFs/Outdated%20Manuals/T6400_User_Manual_E.pdf

Tips for a great answer:
Feb 07, 2015 | Sylvania Televison & Video
To enter 'Programming Mode', press and hold
both the PTT button and the monitor button
simultaneously for three seconds, while turning
ON the radio. A unique tone will sound,
indicating that the radio has entered
You can then use the Menu and the plus or minus buttons to program several of the features of the radio. Depending on whether you have a single channel or multi channel model radio, the order of the menu will differ.
