Make sure choke is activated, make sure it has 1/2 tank or more of fuel. Put the throttle lever to middle or high speed position. Pull the cord.
If it doesn't start, Remove the air filter and put a few drops of gasoline into a (COLD) engine.
Do not repeat that trick for an hour (until the engine is completely cool if it sputters). I don't want you to have a fire.
