Only one side will stay lit on high

I have a 1 year old Broil Mate BBQ.
I just started having problems with it.
When I light it on High, with just 1 side on, the flame is low.
If I turn the other side on, the flame almost flickers out on both sides, and the heat is very low.
My tank is 3 years old.
I have cleaned it completely.
The element looks almost new looking.
I don't know how to remove the element, as I don't have the manual anymore.
I would appreciate any help you can give me.
