Where can I find the Owners Manual for a Outer Electric Smoker?

I could not find a manual for your Outer's Smoker however, most electric smokers are preset to have a heat output between 225*-250*. The smoker should have a smoke box that sits on top of the heating element. Preheat your smoker by plugging it in, then add wood chips to the box with your food on the racks.

My grill has a side stove and I had left the top open on a rainy day. Now when I turn it on the flames shoots out in the gap under the stovetop. What can I do?

I would think the burner is blocked and the gas is lighting off the injector , clean the burner , or replace it , it sounds like it is blocked .

My smoker does not smoke at 220 degrees it did fine in colder weather

Either the heating element or the controller on top of the smoker has failed. This is a chronic problem with Masterbuilt electric smokers. That's probably the reason it on has a 90 day warranty.

You can purchase the part(s) from Masterbuilt or from Factory Appliance Parts

The lid does not seat squarely on the base. There is a 3/16'' gap on the hinge side. Plus the lid is offset back a bit so that it is not square on the base.

They dont always fit perfectly, To have it fit as good as possible,
put lid in down position loosen bands slightly manipulate bands to allow lid weight to close gap then retigthen bands in this position now when closed lid should sit fairly squarely on base

Have a PF-27G, erroneously shipped to Hawaii with connection for Nat gas. Replaced orifices and electrodes to convert. Having problem with igniter not sparking and technician here told me to get the...

If you can light the burners manualy then recheck gap distance on electrodes and on igniter. If gap is to close or to fare this will cause a problem.

Brinkman electric smoker

The pan for the wood chips is a round shallow (1/2 or so high) pan, about 8 inches in diameter, that sits right on top of the heating element. The element doesn't get too terribly hot, so you could probably substitute a foil pie plate or even a double wrapped package of aluminum foil with some holes punched in the top. When you see the smoke - its time for the meat!

Char-broil water smoker

first, a charcoal fire in bottom tray, then a pan filled with hot (boiled) water above it, then the meat on top tray, then keep lid on a long time (hours) without peeking and remember to keep charcoal topped off. you should also soak hardwood hickory sticks in water for a day or 2 and wrap in aluminum foil with small holes punched through and place on top of charcoal to provide smoke. usually a large chicken is done in about 4 hours.
