[1]: Look for leaks, damp soil, dig carefully.
[2]: Take meter reading, switch off stopcock as long as possible then check reading again later. Should be same. If not you have a feed-pipe leak.
[3]: Call a plumber who has a leak-detector.

After city changed water meter the water is not consistently hot.

There are two things to check. First, check the inlet water filter on the heater. The changing of the meter may have introduced debris in the line and partially clogged the filter, causing flow issues that affect turn-on/turn-off of the unit. Also, the new meter may have changed the water pressure/flow rate into the house, If the filter is not the problem, have the inlet water pressure/flow rate checked. If it is too low, there may be some adjustment that can be made, or the city may have to replace the meter with a different unit.

After moving my gas meter from inside the home to outside and having a semi concealed meter connected we cant get the combi boiler to work properly we can get hot water and have the gas fire on but

your boiler needs a minimum gas pressure of 16 mb to light successfully. if your gas pipe has been extended it has to be able to flow enough gas. it may need upgrading to 28mm for even as little as a metre from the gas meter. if your central heating works ok when the fire is off then this is your problem

I installed a tankless hot water 3 or 4 months ago , now i'm getting a error code 12

Meter has to be sized to meet need of all gas appliances in home.
Gas line to tankless should be straight from gas meter 1" up to within 10' of heater, and then 3/4" solid pipe as you have.
Call manufacturer for qualified technician in area.
Don't install tankless water heaters ... opinion based on answering questions online.

New tankless bosch unit, luke warm h20, gas line 1 inch direct to tankless, gas company came and gas psi ok. Plumber said we can not adjust the gas pressure above 5.5 inches of water at the meter. hel

1) Add tempering tank to preheat incoming cold water.

2) Read product manual or call Bosch to make sure unit works with pre-heated incoming water. Some incoming water sensors will not trigger combustion is incoming water exceeds certain limit.

2a) Read product manual for required yearly/monthy maintenance.
Train wife to delime tankless yearly.

3) Install bigger gas meter.

4) Solve entire moneypit problem today for $325

5) Don't install tankless unless you have a lot of money and time for headaches.
Don't believe promotional literature. Tankless promotion is BS for average do-it-yourself folks who want to save a buck on water heating. Estimated yearly saving of $100 means Tankless do not save money long term. All costs are energy: Purchase price and installation negates several years saving up front. One repair will negate another 5-8 years energy savings. By then you need new unit.

2) There is no reliable way to test electric water heater thermostats.
This is because testing requires rotating the temperature selector, which may cause stuck-thermostat to temporarily unstick. So thermostat appears to work normally.
Moreover, thermostat come out of calibration over time, and the temperature selector might be on 125 but tank temperature at 100, and there is no specific way to measure calibration.

3) I think it easier to replace both upper and lower thermostats to eliminate them as suspects when diagnosing wide-range of electric water heater problems.

How much gas (energy) does a rheem HT55 use per hour in average?

I think HT55 is Australian water heater.
You can add a comment and describe the product in detail since I cannot find that number listed on Rheem site.
The problem with water heater ratings is they are meant as industry comparisons for new units that are operating at peak performance. They do not account for factors at your location such as mineral build up, incoming water temperature, faulty parts, un-maintained parts, obstructed venting, etc.

To get accurate number will require work on your part:
1) You can add a gas meter to that one appliance.

2) Or look at gas meter reading at beginning of day. Digital gas meter would be necessary.
Turn off all other gas appliances, or make sure just the pilot light is only thing operating.
For a full day, let the HT55 operate normally.
Read gas meter at end of day.
Analog meter would be hard to read with only one day.

3) Another way is to look at BTU rating of all gas appliances on the same meter.
Figure weighted average of each appliance based on amount of time each appliance operates and amount of gas it consumes when running. Then figure percentage of gas that HT55 consumes. Read the gas meter one day, and then read meter again 30 days later, and take percentage that HT55 consumes.

you shouldn't have 7.1 psi at the unit, they are built for about a half pound at the unit, how far is the unit from the meter? the meter might be a bit under sized, if you have 180k at the tankless on btu's then you have atleast 110k at your furnace that right there puts you over what your meter can handle, you add a fireplace or a dryer or even a stove then your quite a bit over! you also want to check your vent length, make sure your counting the bends because depending on the bend it could take anywhere from 3-6 feet off the allowable vent length.
