Hi. Yes, it is state dependant. You could either check with other shopkeepers that you deal with to see what they have setup, or see what IRS department recommend. I'm only from little New Zealand on the other side of the world, but I have played with overseas tax, so i can probably help once you find out what tax settings you need.

Oh dear. The IPL is the operating system, or firmware of the machine. It may end up needing a new IPL loaded into it. I have never had an IPL error without a good reason. However, you can try the basic things first. Open the cover on the side of the machine, and you will see the socket(s) for connecting PC, scanner etc. Also in there is a small hole (it may have a piece of tape over it). Inside the hole is a little button. Put something gently in the hole (while turned on), and press the button. The screen should change to show 'init' or '000000000' or both.
Now, turn power off at wall.
Turn the key to PROGRAM or PGM mode
Hold down RECEIPT FEED.
Turn on power at wall.
When you see the display change to 'FFFFFFFFFFF' let go of RECEIPT FEED, then press SUBTOTAL.
If the display does not change to 'FFFFFFFFFFF' then DO NOT press SUBTOTAL, just leave the machine, and message me again.
If all went well, turn back to REG mode, and try it.

Ok. it looks like you have a dept or item assigned in place of your PLU button. You just need to replace it with the original and then you can try linking the depts again.
Turn key to program mode

Now try the programming for department link again and see if it works this time.
It sounds like you don't have the programming manual. you should have two manuals if you are programming the machine yourself. There is no programming in the user manual except for quick setups so it is for operating only.

If you look at the preview, you will see that this manual has all the system programming in it. I assumed you had it when you were mentioning the VAT breakdown programming. It is pretty much essential for anything you want to program in future so I recommend you grab it and have a look at the table that I mentioned for transaction key programming on the CASH button
