Have you enabled iCloud? This should be done in Settings > iCloud, where you log in and turn on Photos.

Sounds like your trying to create a new account rather than login with an existing Apple ID? If you look in the iCloud settings do both devices have the same account there? If not log out of icloud on the one which has the incorrect account and login with the email and password used for icloud on the device configured correctly.

This is a security feature from Apple. You will have to re-verify your identity before you can access your Apple ID again.

Why does my iPad indicate no storage left?


You will have to remove pictures, videos and apps that you are not using any more. You can sync the ipad to a pc or mac and save the pictures and videos you want.The icloud is tied to your apple id. go to this link ( iCloud ) and sign in with the same info you use to sign in to the app store. The icloud gives you free online storage for pictures videos and documents that you have on the ipad.

How can i reset device when it comes up with previous owner icloud login request?


Go to the settings icon - then go down till you see iCloud and iTunes and Appstore. You need to go to both and sign out of them. You might need to enter the password of the former itunes holder.

For iOS users, apple enables you to backup your photos with iCloud anytime anywhere only if you can get access to Wi-Fi connection.   1. Click Sittings, then tap on General on your iPhone.
  2. Tap on Reset on the bottom of General.
  3. Tap on Erase All Content and Settings.
  4. Tap on Set up your device and then go with Restore from a Backup, then choose Restore from iCloud Backup when iPhone restarts. And all your data, including photos, will be restored from iCloud backup.

Remove icloud completely off i pad


iOS

Tap Settings > iCloud. If you're using iOS 8, tap Storage > Manage Storage > Backups. ...Tap the name of your iOS device.Tap Delete Backup. When you're asked to confirm, choose Turn Off & Delete to turn off Backup and remove all backups for the iOS device from iCloud.

Restore icloud


Ordering and installing iCould is not enough. You should have switched on the apps or folders you wanted to download in the cloud.
For that look at the link.
If you did not switch on your camera app, I'm afraid nothing is stored there.
Please if you ever used your computer, with iTunes, check if you can find any photo or any video there. DON'T connect the iPad, before you checked the computer and saved all video and pictures to a separate folder. Apple iCloud Learn how to set up iCloud on all your devices
