The top thermostat controls your water heater meaning if it is not working you wont have any hot water. If the top t-stat needs to be reset by pushing button in then check the element with POWER OFF and remove wires from element. check ohms should be around 12 to 19 ohms. If ok then reconnect wires and check amps. turn on power and use clamp on meter for amps. 15 to 20 amps should be ok. if not drain heater and pull out element. while you are at it drain all the water and pull lower element. if replaced and you have some hot water then quickly cool or cold then you have a broken dip tube located under the cold side of the supply line. they are cheap and easy to replace. To turn off the heater Shut the gas off and shut the circuit breaker off
As far as getting inside I am not sure about that.

I have change the bottom heatern and the bottom thermostat but the bottom heate do not have current even if the top heater and thermostat have current.


There will be no current to bottom element until top element shuts off. then top thermostat will send current to bottom element only after the top half of the water heater has heated up and shuts off current to top element. Only one element at a time can be on. If current still does not go to bottom AFTER top element shuts off, the top stat could be bad.

Bosch hot water service 16p burner shuts down


a tankleess water heater doen's have a piliot? but check the vent outside make sure nothing is blocking it, if it detects the exhaust thru the cold air intake it will shut off and over heat, other then that it would have to be the control board
