sounds like the blades are worn out leaving a gap between them. clean the bottom of the deck to be sure there is no grass matted to the inside. if that dont work replace the blades
chances are he over tensioned the brake spring nut there is a specfic measurement from end to end of spring I know on the Castle garden it its 47.5-49.5mm. too much can damage the brake.Its more than annoying when repairs come back like this.
