I googled that message online and see that the message comes up when they have a system problem "for just a few" http://marketingland.com/facebook-suffers-outage-account-temporarily-unavailable-85417
I would probably do some spyware scans (malwarebytes, super antispyware), remove all my cookies and temp files for the browser, perhaps try a different browser or a friend's computer etc. If that happens on any computer, it might just be that facebook "outage" that the articale mentions.

My facebook chat keeps being unavailable on my laptop but works ok on the computer in the other room it just keeps showing a yellow triangle

this happens when the networking device of your laptop is turned weak or about to go off.because of the weak signal receiving it keeps on breaking the connection and makes it unavailable. to solve the issue you need to get the signaling device of your laptop checked and if necessary get it replaced to avoid further inconvenience
thanks.
