In the FCA610 control panel on the Synchronization page "Manual" is selected, and cannot be changed. Sync frequency cannot be changed because of an error message "Select sample rate failed. Audio streaming in progress." How do I turn off audio streaming so I can change the sample rate?

Most advanced music software propose a menu to set the sample rate and resolution, so you can use your audio interface without setting the sample rate in the control panel.
If you want to set it anyway, in case you are in Windows (for example Windows 7), you can click on Windows button (Start button on older Windows), choose Control panel, go to Sound, and in Sound, you can select Inspire 1394 in the playback list, and click on properties.
In the Advanced tab, you get the default playback format, for example 24-bit 96KHz, and you can change it.

Manual synchronization allows you to only add/delete only those files that you want to keep or discard.

The HotSync software on the Mac was never designed to cope with the scenario where you synch with a PC elsewhere. It assumes that you are performing a recovery synchronization when it sees that the handheld synched elsewhere. The assumption with the Palm OS was always that you synched one computer to one PDA. With more propsperous times, the software has not yet evolved at Palm Source (not part of Palm Inc any longer.)
With regards to PocketMirror, there is a setting to allow you to synch to more than one PC. The setting is buried deep in the PocketMirror settings for each of the four conduits. The setting allows PocketMirror to see more than one PC as your route to an Exchange server.
Click on the hotsync icon in your system tray and then click "custom". That will bring up the list of things you are configured to sync with (conduits). For each of the ones you have problems with, click that conduit and then make sure it's set to sync the way you want...desktop overrides, handheld overrides, syncronize, etc. Potentially you have some of them selected as "do nothing". What shows up when I click custom from hotsync are the following Outlook Conduits: Calendar, Contacts, Tasks and Memos. If you don't have those showing up, you need to update your Outlook conduits on your PC. If you have them, click to select the problem conduit, then click "change" and select what you want to have happen.
