Both fan and heating coil stopped working

If you remove the the lens there should be a model number online. There are several places online that sells parts. The 721 is a Broan part if yours says Nutone then you will need to try to find that model number.

Most of the time is is cheeper and less time consuming to replace the unit than to find what happen to it and then order parts to repair it.

Gently pull down, work it down slowly these tend to get dry over time and crack, If you do not see any exposed screws it is the basic pull down type. Not to insult your knowledge but make sure the fan is not on when you do this because the blades will be exposed.

In this case, yes, the neutral must connect to the element and fan motor.
