Tilt steering wheel seemed to loosen up at about 100k miles--about 1 inch play. Texas says its safety issue. Suggest repairs?

Pull the steering column apart and tighten the tilt coupling. Take care to disarm the Airbag system before you begin work on removing the steering wheel. Since you did not provide the make, or model I can't help any further.
