There should be a "mini-manual" hidden inside the unit behind the control panel or attached to the inside of the outer cover.

It is very helpful when troubleshooting, & testing.

F3 means you have a shorted membrane keypad.

If it's under warranty, you should be able to get it fixed free.

The "C" in the model number means it's made for the Canadian market, and contacting GE Canada seems to be impossible for us here in the States.

So you'll need to contact GE via the info in your owner's manual.

If it's out of warranty, it's best to replace it, GE does not make parts available for JES-series microwaves.

One assumes they're meant to be thrown away when they fail out warranty.

Looking at page 11 of the owner's manual, it says 700 watts.

The Magnetron has failed, causing the waveguide to become damaged. If the waveguide is damaged/burned the microwave can not be repaired and should be replaced.

PANASONIC WILL SELL YOU THE PART ALL YOU NEED IS YOUR MODEL NUMBER

A quick check of the Lowe's Web site show the following GE 1.1 cubic foot microwave models:
