WHITE wire is your neutral so will go as blue wire.
BLACK and RED wires are your high and low speed for your pump.
I would plug red and black into either, plug in and turn spa on - if high speed comes on first then turn spa off and swap red and black wires round. the side of your pump or under top of control unit will give you a diagram of where high and low speed goes.

ok, try the brushes in the motor, the may be a carbon build up or they might need replacing,

Check the connections from the battery to the black or blue motor ? controller,

this is indicated by the B+ B- also check the M+ M- that goes to the motor,

Lastly is there a lot of up and down movement regarding the throttle lever or wig wam , has it come loose or is the pot worn ?

what the charger is showing that ?, it has a digital display ? please supply more information
