Do I set the GE timer # 15089 to Auto on or Auto off for it to be activated. I had it on Auto on however the light stayed on all the time.

I don't have repair for defective timer.
Open following link to identify timer and download manual:
http://waterheatertimer.org/GE-timers-and-manuals.html#15089

Timer should be set to Auto ON for timer programs to run.
Auto OFF is temporary override, and timer resumes schedule at next set point.
ON is always ON
OFF is always OFF

If timer is not operating as expected:
Test outlet for correct polarity and electrical problems using cheap circuit analyzer from hardware store.
Timer programs can have conflicts. Make schedule before setting timer so there are no overlaps that cause timer not to function as expected.
Current time has not been set. Set current time including current day.
Set button has been accidentally pushed, and a number or CTD appear in display.
Timer needs to be reset to clear conflicting programming or error. Push reset button with paperclip and try programming again.
Timer is not able to handle intended load. All timers work for incandescent bulb. Connect timer to incandescent lamp and see if problem continues.
Timer is defective. Buy another timer from Home Depot and return defect in new package.

I have the timer programmed but what mode should it be in Off, Auto or Random? I had it in Auto but the timer did not start at 10 am as programmed! Help!

HB88RC is discontinued timer, replaced by 2-outlet HB800RCL or 1-outlet HB800RCH.
Timer functions should work in AUTO.
Try resetting timer by removing AA battery, reinstall fresh battery, and then reprogram timer.
When programming is finished, press clock button and timer should be in AUTO mode and current time displayed.
If you want to change mode, then press mode button. When exiting mode, press clock button and timer should be back in AUTO mode.
If functionality does not restore, then timer has gone bad.

Resetting the timer for Auto

Open following link to identify timer and download manual:
http://waterheatertimer.org/Woods-timers-and-manuals.html#Hamilton

I do not know how to 'reset timer for auto'
The reset button is small round button with R

Manual says: "ON/AUTO/OFF" override. Press "ON/AUTO/OFF" or the
button with the "HAND" symbol to force the timer into permanent
"ON" "AUTO" program or permanent "OFF" mode.'

When within the programmed window (preset time period),
cycle through "ON/AUTO/OFF" button to "ON" mode
(indicated by lighted red LED above display), and then
"AUTO"

I have not tested this timer, but the manual sounds vague and confusing, leading me to believe you have to tinker around with the buttons and settings to make sense.

ICe build-up on coils and frezer does not freeze after a few weeks from thawing.

Check the defrost timer which may be behind the kick-plate, inside the control panel or an Adaptive Defrost Control (motherboard) on the back.
