I get an error (oxc0000135) application failed to initialize properly when attempting to boot the fixya expert utility. It is, indeed, ironic, but any help is useful.

A quick Google search tells me this error means you are running .NET
programs without having it installed. Surf to Windows update and patch
.NET layer to your system. Horizons requires at least version 1.1 I
think.
What service packs are installed in your system,
xp and vista both need to have thier updates installed
and the machines need to be shut down & restarted,
this will help save the new settings,
Uninstall the Fixya Utility,and Reboot. then try reinstall Fixya again
try to uninstall your fixya expert utility software then restart you PC to re update its new stteings and OS Load balancing and then reinstall again the fixya Expert Utility then let it run. But if the problem is still the same then i recommend to download the fixya exprt utility then make it sure it downloads properly then reinstall the new downloaded fixya expert utility.
