I have a computer that is about 8 mos old. Suddenly the battery will not charge when the computer is on, and even though it is plugged in the battery still runs down.
I let the battery drain and turned the computer off, afterwards I could charge the battery completely. I used it, plugged in, for a few days and then my wife used it with just the battery for a few hours. Now that the battery was no longer fully charged, the same problem happened all over again.
When the battery ran down, I took it out so the computer was only running on the charger. It shut down after five minutes and will now not run on the charger either, nor will it charge the battery even when the computer is turned off.
Is this a problem with the charge cable or could it be something more serious?

You did what all should not have been done. your battery works as a buffer between high surge of electricity which comes through electrical supply i.e. it protects your smps from burning up. From your current position it seems your smps fuse has blown. If they have given one or else your smps itself has gone. I'll tell you for your future usage of battery. Whenever you get any electronic equipment with chargable battery you should never switch it on unless and untill you have charged it for continuous 24 hours. Never try to run such equipment directly through dc or ac power. Hope your fuse has gone its not costly.

Try another cord/charger with the EXACT same power specs. If you have a multimeter, verify DC voltage at the AC jack plug. If the AC jack, in the laptop, has been pulled, damaged, it's may have a loose connection. You didn' say if ANY LED's, battery charge, work? If the battery is charged and it doesn't start on battery only, then you have other issues. It may need a ride to a Qualified Computer Tech.
From what you describe and assuming the new battery was "new", I'd say you have an internal short which is draining the battery over a short period of time. I'd also investigate the accuracy of the battery charge indicator. I'm assuming you gave the battery a "commissioning charge" when you bought and used it? If not, this is something you should do with all new LI batteries. This bit is reproduced from a website that sells batteries for the Toshiba satellite series:

1. Check you batteries to see if it is fully charged. 2. Then check the power adapter to see if you are getting a charge to the battery. 3. It sounds like the battery is not charge or has a dead cell in it.
First, check your power supply (the adapter). Is it putting out the required voltage to charge the battery? If not, then you might have a dead battery and no way to charge it. If the power supply is working and when you turn on the computer you get no lights, then you're probably looking at a new motherboard. If you get startup lights and hear the fan, then it's getting power and you might have a video problem. But it sounds like, from what you wrote, there is no activity at all when you try to start it. That would be the power circuit on the motherboard, most likely.
