Where only one color is showing, suspect an incorrectly adjusted individual background/bias control or bad part on the CRT neck board for that color.
There is a slight possibility that a bad CRT may result in visible retrace lines. To eliminate this possibility:

I would suggest replacing the type of cable you are using. Changing the type of connection, such as S-Video or VGA or something other than what you are using, may resolve this issue as well. Because the splash screen comes up normal, this tells us that the issues lies not with the device but with whatever it is you are connecting it to. Comment back if this does not resolve the issue and we can move further.
