You have to change it in the bios, press F2 or DEL on startup depending on your bios type. The bios screen then will have second line of advanced bios settings, in here you need to select the cdrom as the first boot device, by using the up down arrows or pageup/down or '+or-' keys. Press ESC when cdrom selected and save settings when propmted. The system will re boot so ensure the cd is in the drive and press enter when prompted to start with cdrom.

nowadays floppy &flopy drives are getting outdated hence first find out whether if your system is detecting the floppy drive or not,if not then you have to go to a hardware engineer to solve this problem ,it is so simple and it wont take much time .since floppies are getting outdated you will get those drives installed at a cheaper price

Try tapping the F12 key during boot. That should bring up a menu of bootable devices. Select the floppy drive.
You can also change the boot order in the BIOS.
Make *absolutely sure* you are plugged in when you flash the BIOS!
