The best way to do is to contact the personnel incharge in this matter either by phone or by email or by person to clarify why they billed you with this amount and to ask more details abolut their new rules or policies to give update in your part.

You have to be careful with using your credit card online. unbeknownst to you some one gets your card info and will bill you for a subscription for say a credit analysis, which you never signed up for.
if they bill 100,000 people 1 dollar wallah,
