I don't think this model has any on/off switch on the side of the case.
Ensure that the PSU is setup for the correct a.c. input voltage.
I assume that it is the same model as here
http://www.ebay.com/itm/Genuine-SONY-DELTA-DPS-400LB-A-364-7W-Power-Supply-1-468-851-21-/221416097579?pt=PCA_UPS&hash=item338d6d872b
with a 20 pin mainboard connector.
Working from this reference
http://en.wikipedia.org/wiki/ATX_PSU#Power_supply
the PSU (removed from computer) may be turned on by connecting the terminal from which the green wire emerges to any of the terminals from which black wires emerges, for example pin 16 to pin 15 in the diagram (a straightened out paper clip is often used for this purpose)
Alternatively, it easier to use a psu tester
When connected in your computer find the connector which goes to the front panel on/off button. If if it's connected simply press the on button on your computer. If its not, establish from the m/b manual which are the pins to the on/off switch and connect them together for a moment. The psu should come on.

Hot wire delta 400lb

What do your mean, "hot wire"?? If you are opening that PS up and digging around in it, be very careful; the capacitors hold an electrical charge long after the unit is unplugged and you can get a dangerous jolt if you touch the wrong thing.

I have a Delta Tub/Spout Pull Down Diverter that has a pretty persistent drip. The HOT and COLD handles are turned off and seem to be as tight as they can be. After doing some research online I believe...

If your Delta RP17453 Pull-Down Diverter Tub Spout stops dripping after 5 minutes, your ok. If it never stops dripping, you need to replace delta faucet cartridge(s) behind the handle(s). This is were the water turns on and off and stops the water flow to the tub spout.

Delta faucets are some of the easiest to repair, and parts are usually available at any hardware store or home center. If you have a two handle faucet, replace both delta seats and springs and stems. If you have a single handle Delta faucet, replace the entire cartridge.

We have a Delta 172 single handle faucet. We had our hot water heater replaced. Now it takes longer for hot water to get to the faucet. Could debris (calcium build up, etc.) from the replacement get in...

Yes, debris from water heater replacements often breaks lose and gets stuck. The problem could potentially be anywhere between water heater and the faucet. The faucets shut off valves or the Delta faucet cartridge itself. Turn the hot and cold water valves off under the sink and disconnect the water supply lines from the faucet. aim the water supply lines into a bucket and turn the valves on one at a time. If there is a significant reduction in the water pressure and volume on the hot water side, you need to replace the shut off valve. If there is no reduction in water pressure, you need to clean and/or replace the Delta faucet cartridge. Contact Delta to receive free replacement parts.

My Delta type kitchen sink handle is loose and keeps shutting water off. I have to turn it up a lot to keep it going. I could remove Red / Blue plug and do not know what to do beyond to tighten it?

Inside the handle of a Delta kitchen sink faucet is a small setscrew. You need an 1/8th inch allean wrench or Delta faucet tool to lossen the setscrew. Rotat the screw about 3 full turns counterclockwise, this should be emough to remove the hnalde. Under the Delta faucet handle is a white plastic ring with four notches. If you have a Delta faucet tool, you place it in two of the notches and slowly turn the ring clockwise to tighten the Delta ball assemby. This will keep the handle from moving by itself. If you do not have Delta faucet tool, use a pair of needle nose pliers in stead.

Just purchased a 2001 Speed Triple - no owners manual - what tire pressures should be used?

all bikes are pretty much the same. My 1100 sabre is 29psi in front and 32 in rear unloaded.. 41psi with a 400lb load. You still keep the front at 29 with a load on it.
