every computer has certain beep codes that indicate problems during the boot process. These codes are different from each manufacturer. You didn't mention which computer you are having, so I can't send you a solution. The best way is to search i.e. "HP beep codes" or "Dell9150 beep codes".
Try to turn off your computer for about 5 mins. Once you turn on the computer, you will hear it beep. Just after the beep, press f8 and select your hard drive so that you can boot from it.
What do you mean it powered on to the blue light? Does anything show up on the screen? Does the system usually beep when it starts? If so, does it beep now?
Will it boot from a CD/DVD? Make sure the boot sequence is set to boot CD first and then see if it will boot into setup from a CD/DVD. If it will, then maybe try reinstalling windows. Hope this helps.
Re-seat the video card and memory first, if it continues to beep count the beeps 3 long ,3 short .etc they mean a code. if you have 2 sticks of memory try using one.
