You can find the remote control codes for different brands

If none of the codes work then we have two other solutions:
1. Searching For Your Code
If you have tried all of the set-up codes for your brand of equipment ,or your brand is not listed, and you are still not able to get the unit to respond, try the following procedure to search for your code.
If you don't find a code that works, the remote will flash four times when you reach the end of all the codes for this device type.
Make sure that the remote is pointed at your device during the search, You may have to press this sequences of buttons up to 100 times to search the entire library of codes.
2. Learn the buttons from the original
Line up your original remote and the head-to-head before completing the following steps.
Now you can repeat steps 3 through 5 to learn other functions onto other keys or press and hold SETUP until the Cinema's red light flashes twice to lock in your new feature. (If the red light does not blink twice, stop and repeat steps through 6).
To test the new feature, press and release the device key in which the new feature was learned followed by the key on which the feature was learned

You will either have to use your Onkyo remote to teach the Harmony those functions or try one of the similar model receivers in the Harmony software. I had to chose a similar DVD player in the list in order to get my Harmony to play nice with my DVD player.

HI it is entirely possible that the function you are using on your tv has the same command that your Onkyo uses for selection of GAME-mode. You should be able to prove this by using the Game-mode button on your Onkyo remote and it should affect your TV.
If Not then try shielding the remote receiver on your stereo with something thick ( a piece of paper is transparemt to IR - use a book or pillow) and see if the problem clears.
If this test proves correct, then the only solution is to see if you can change the remote command ID on the stereo and remote (if it supports it). The philips will most probably not have this feature. otherwise the only solution is to upgrade 1 device for a different brand.

Can't help you with the turning on problem, but the remote doesnt use codes to control other devices it learns the signals from that devices remote. heres a link to the users manual:
