Classical example of a failed Y-sus board. And it's at the age this type of failures start to appear. Unfortunately Pioneer delivers replacement boards only to its authorised repair shops. So either you take your tv to one and pay the hefty price they are going to ask (around $500) or you start searching for a second hand board (priced at around $150) and install it yourself - quite a complex job, especially the tuning of the new board to the plasma panel.

You can't change the resolution on the television itself. You change the resolution on whatever you have connected to the television. Let's say it's a cable box or a blu ray player you've got connected to the television. First off you have to connect it to the television with a component (green, blue, red, white, red) cable or an hdmi cable. Then you make sure it is only connected to the television with either a component cable or an hdmi cable. This may sound ridiculous but there are some people that have their cable boxes and blu ray players connected to their televisions three different ways ( an hdmi cable, a composite cable, and a component cable) when they only need to have it connected one way.
Select the proper input on the television. Set the cable box or blu ray player's resolution to 1080i or 1080p (in the case of the blu ray player if it the tv will allow it).

Usually this is a issue with the main or processing board in the set but can strangely also be a power supply issue.
Causes include but not limited to: a voltage changing in the unit, a loose or bad connection on any board or if across entire screen even inside the display panel itself.
I would contact Pioneer to see if this is a known issue with this model. In our shop have been in this situation before and sometimes it ends up being---changing boards until you correct it.
